Feb 9/65 There is no evidence that RR Co
objected to shipping the articles on flat cars or that any rule of the
company that it would not be responsible for articles as shipped in case
of loss, was R??wn to officer who shipped the articles. It is not
presumed in the absence of such evidence this Co can protect themselves
from payt. for loss, in face of the receipt filed, showing that the
articles were recd in good order. Submitted to Comptroller for decision.

Feb 16/65 Retd to J. S. F. L. Attention
called to decision of Comptroller. Officer who pays this RRd Co should
be notified of the amount to be charged against RR. The officer
responsible for the articles, who will be thus relieved from
