States the bad effects of allowing RRs to ship cotton via Wilmington & that the rail roads in consideration of the great inducements for taking private shipments are or will in time neglect the Govt interest.

Respy referred to Sec of War for serious consideration. The inducements held out to the railway to transport cotton for private parties that some other of these seem to be  beyond the reach of patriotic appeal. I fear that the only remedy will be to stop all shipment from Wilmington on private account.
