Forwards letter from Capt Jno M Galt, C. S. Lynchburg, stating that order of CGS of July 31, 1862 cannot be carried out so far at Va & Tenn RR is concerned.

Respectfully returned to the Commissary General. I have no authority that reaches the difficulty. I cannot compel the Railroad Companies to carry Govt freight except on the terms they may prescribe when the ordinary course is departed from. I do not know what better to suggest than that agents be sent with large shipments of bacon when they are made in loose form. A. C. Myers, Q. M. General
