NA, QMR 10/16A/1862

Richmond
October 16th 1862

In reference to a box now at Petersburg RR Depot which they refuse to deliver unless a certain amount of freight is paid.
Capt B. Sloan

Respectfully brought to the attention of the Qr Mr Genl. Articles of necessity should be delivered to the proper agent of this Dept, the question of freight to be settled afterwards. I suggest that such directions be given to this Company. J. Gorgas
Referred to Capt Morfit for report. A C Myers QM Genl
I have furnished the Ordnance Dept with a car to be run between Clarksville & Richmond. If goods are sent out of this car, it is the duty of the agent to present the Qr Masters transportation ticket to each Railroad. If such ticket is not presented, the RR Company is justifiable in retaining the goods till freight is paid; freight without a transportation ticket is considered as private and the last RR is responsible to the other RRd for the amt.
