Feb 7/65 Retd to A&IGO. Wants of the army
in corn & forage have constantly recd the earnest attention of this
Bureau. To supply the army, RR transportation is now tasked to utmost
extent. In connection herewith, attention is called to endorsement of
Maj Carrington. In order to relieve the pressing necessity of army of
the ??? orders have been given to purchase grain at local appraisement
rates which amount to market rates by which means it is hoped that a
