Telegram relative to transportation for loose meat &c.

It is much better & safer to box meat that it should always be done. The averge loss of loose meat is transportation will not fall short of 10 per cent for every hundred miles. Can Govt afford this? Meat is not in shipping condition when loose & Railroads are not liable for loss. Meat is worth more than money & an investment in boxes will yield good results.
