Lt. Col. F. W. Sims
Q. M. Supt. Railroad Transportation

Sir,
Your letter of the 22nd instant to the Secretary of the Navy has been referred to this office. Chief Engineer Ramsey in charge of Naval Ordnance at Charlotte N. C. has this day been instructed to {by?} telegraph as follows.
Colo Sims states that the Government is using some Rail Road machinery through Charlotte that it has no means of repairing. You will make such repairs as may be needed provided it can be done without prejudice to more important interests.
Respectfully
Your obt. Sevt.
John M. Brooke
Commander in charge
