General,
   Your letter of the 9th inst. enclosing a copy of Col. Jame's letter relative to the guard for the Bridges, has been received.
   I desire that you will ??? in the company for Guarding the Bridges, and that you will insist upon the R. R. company's putting up suitable huts for the accommodation of the guard at each Bridges as it may be found necessary to guard by the military.
   This matter would have been attended to by me long since but for a communication from the Governor, stating his intention to receive companies for that purpose.

   The Gov. has ordered Col. Seventhorpe's Regmt. to report to you. It is said to be the best of those stationed at Raleigh, but has an insufficiency of arms. The delay in transporting troops on the N. C. Road is such that it is impossible to say when the Regmt. will reach Wilmington.
