General,
   Our Road being located in a section of country from which a large proportion of the negroes have been removed, we find it impossible to procure the necessary labor except by impressment. This has always been attended with great difficulty in consequence of the absence of the necessary orders from Headquarters. My object in writing is to obtain from you if possible, a general order to the Commander of the Department to furnish us with facilities for impressing negroes, wagons, shovels and axes when necessary. This will assist us much and save much unnecessary delay.
   The order will only be used in cases of absolute necessity, for it is always more to our advantage to have work done by actual contract and with the consent of the parties, but it is an absolute impossibility to make such contract in all cases.
   Your compliance with the above will confer a favor and in my opinion benefit the cause.
