General,
   I called your attention when in Richmond to the necessity for the adoption of some plan for the settlement of claims against Rail Roads for loss & damage to Government Freight, without the delay & annoyance of forwarding them to the Bureaus at Richmond.
   I would suggest that with additional assistance in his office, Maj Le Baron, who audits & settles our accounts for transportation, as well as those of the Mobile & Great Northern & Miss G & T. {Mississippi, Gainesville & Tuscaloosa} Rail Roads, could very easily attend to these claims.
   If, however, it is deemed better to detail an officer especially for this purpose, I would suggest the name of Maj Mulden who was in business here for many years, and whose integrity, capacity, sober and industriousness habits, and fidelity to the Country eminently render him suitable for the position. Having been engaged in business here, until the beginning of the war, and in the army for the past three years, he has had the necessary experience to understand the rights of the Government as well as those of the Carrier, and I have no doubt would fill the office to the satisfaction of both parties.
   I have written to Maj Sims and requested him to confer with you in relation to this matter.
