Sir
   In my letter to you of 2nd July last, I directed the delivery of the two locomotives from Leesburg to be made to Mr Goldsborough Superintendent of the Manassas Gap RR, on the conditions therein specified.
   Since then the removal of Gen Johnston's head quarters to Manassas & the withdrawal of troops from Winchester makes it very important to render all practicable aid to the line of railway transportation between Richmond & Manassas.
   I must therefore modify my original order & require the engines referred to above to be delivered to the Va Central RR & Orange & Alex a RR Cos to be employed on their respective Roads for the present.
