Sir,
   Your letter of 16th inst setting forth a claim against Confederate States for 10 Bales of Cotton alleged to have been destroyed was duly received and considered. It is proper to state that the Govt of Confederate States suffered largely by the destruction of property consequent upon the positive disobedience of orders of the Superintendent of the Central road in the retreat of the army from Abbeville the value of which property constitutes a fair claim against the road. When this a/c is taken up for adjustment. Your claim ????? this claim now set up will be considered up when made will be arranged on this basis. Therefore nothing further can be with this claim at present ??? to place it on file for further action
