Colonel,
   I send you herewith enclosed a copy of a letter recently rec'd from Col. Chas F. M. Garnett of the Commission (consisting of himself and Capt G. E. Walker of the Engr Corps) for collecting railroad iron &c, recommending that the current expenses of collecting iron from railroads be paid by the Quartermasters at the nearest convenient post when the accounts shall be prepared in regular forms and presented by the agents of the commission which suggestion has been approved by the Hon Secy of War.
   I respectfully request that you will issue the necessary instructions to your officers for carrying out this plan whenever applied for by the commissioners, and the amounts this expended by the Quartermaster Department will be refunded by the Engineer Bureau.
