| The Hon. Sec of War has made the following
endorsement on a letter from this Bureau addressed to him & transmitting
an extract from your late letter advocating a loan on 2nd mortgage to
the Geo. & Ala R. R. |

| "Being informed by Col Gilmer that this
matter has so far is the loan is concerned, already been submitted to
the President and received his sanction & that the only question now
sought to be presented is as to the security, I have no hesitation in
considering it adequate despite the prior mortgage to far limited an
amount which is expected to be soon discharged." |
