   Your letter of the 13th inst enclosing a communication from Col J. W. Lapsley in regard to the Government loan to the Ala. & Tenn. River R. Rd. Co. has been received.
   A letter has been written to Colonel Lapsley containing a copy of the following telegram sent from this Bureau on the 11th inst. which it is hoped will prove satisfactory.
"Telegram"  "Copy"  to Judge Thos A. Walker
   "The Secretary of War decides that the $220,000 will be loaned to your road for preparation of roadway including the delivery of cross ties but the Govt. cannot contract to furnish the iron. A further loan may be made if your company can procure the iron."
   Enclosed I return Col. Lapsley's letter.
