   Your letter of March 2d has been received. The objectionable vouchers referred to will be sent to the Auditor with the balance of your accounts but I apprehend some difficulty in their settlement. You should obtain, if possible, the certificate of some disinterested person, to the loss of the level. That may help the matter.
   When payments are made to negroes for extra work they should make their marks which should be witnessed or the payments should be witnessed.
   The rules of the Treasury Department prohibit the accounting officers from allowing accounts signed by one person for another without the power of attorney accompanies.
