Dear Sir,
   Your application for the release of the hands of Mr. Dorsett Employed in getting wood for your company, has reached this Bureau. Lieut. Col. W. H. Stevens endorses, "When I know how many hands Mr. Dorsett wants exempted or detailed, I can act intelligently. I object decidedly in general to asking these details. I see no reason why a man contracting with a rail road should be favored any more than a farmer who wants to make corn or other crops."
   You will therefore please communicate to this Bureau the number of hands Mr. Dorsett wishes returned to him.
