Gentlemen,
   The early completion of the Piedmont Rail Road connecting Danville Virginia with Greensboro' North Carolina, is so important to the Confederacy that the War Department is anxious to hasten its construction by offering such aid as may be within its power; but it is desired to give all possible assistance without interfering with the contract entered into with the Richmond & Danville Rail Road Company the 6th of May 1862 and modified the 8th of the same month. By the term of this contract the company agrees to proceed with the said construction as rapidly as may be.
   To ensure an earlier completion of the road than would be effected by the Company if left to its own resources, the Government of the Confederate  States will furnish assistance in the following ways -- viz:
1st. Labor on the part of the road that is in the State of Virginia to the extent of __ hands -- the wages to be paid by the Company.
2nd. Tools -- viz: Picks, shovels and spades, and axes in as large number as possible under the heavy demands for these on other essential works. -- The numbers not to be less than 796 shovels -- 229 spades, 595 picks and 79 axes -- making a total of 1699 tools to be returned to the Government or paid for.
3rd. The Quarter Master General's Department to supply as many carts, Harnesses and animals as can be obtained. An agent of the Quarter Master's Dept. has been, already, assigned to the duty of collecting these, and Capt. Hawkins Asst. Qr. Master at Ridgeway N. C. has been directed to give all the assistance he can in aid of the completion of the Road. The number of animals and carts that can be obtained will depend upon the success the officers assigned to the duty may meet with in their efforts to procure them: a sufficient number, however, it is hoped, to give every material aid in expediting the work. The Quarter Master's Department to assist, if possible, in procuring forage and supplying tents for the extra work force.
4th. The Commissary General's Department to aid in supplying provisions as far as possible, and at Government rates, for the increases of forces. It is hoped the Government would have been able to offer labor on the part of the road in the State of North Carolina, but His Excellency the Governor of the State is unwilling to force the drafting or impressing of Slaves within the limits of N. Carolina. It is hoped that the failure to secure labor in this way may not cause a serious delay in the progress of the construction so vital to our safety as it is believed a large slave force has been taken from the eastern to the western counties of that state, and that a supply of labor can be secured at reasonable rates from these. 
   With the assistance now proposed, it is hoped the company will be able to act in full concert with the Government and make all necessary arrangements with the Sub-contractors to finish the road at a much earlier date than the 1st of May next, say by the middle of or end of February, 1863.
   As originally agreed, the Government will rely upon every possible assistance from the Richmond & Danville Rail Road Co. in procuring the necessary iron for the work.
