| By direction of Colonel Gilmer, Chief of
Engr. Bureau, I have the honor to transmit herewith, for your
consideration, the report of Capt. F. B. Lee, Corps of Engineers P. A.
C. S. on the propriety and necessity of assisting by a loan, secured
by mortgage, The New Orleans & Texas and the Texas & New
Orleans Rail Road Companies, to enable them to liquidate outstanding
liabilities, recently incurred for construction, and to equip,
maintain in repair and build the unfinished portion of the Road, east
of the Sabine river, and more particularly to the passage of Lake
Authur. |
| An appropriation of one million of Dollars
for the above purpose was authorized by Act of Congress. |
| Capt. Lee's report is accompanied by
various other papers calculated to throw light upon the subject. |
