Sir,
   General Johnston forbid the further impressment of labor for Rail Roads in this State. He authorises me to say that persons furnishing negroes to work your road, will be credited for so much labor done for Military purposes, and the owners of such negro labourers will be credited for it on account of Military impressment. The same credit will be given for service of wagons & teams.
