Sir,
The Comdg Genl directs me to order that as you are an officer regularly appointed by the E. Tenn & Va RR Co you shall assume charge of the rolling stock & other property of that Company and of such portion of their road as it may be desirable to operate and to say to you that he consideres it to be your duty to use every exertion to promote the Company's welfare and to that end to consult with Mr. Keyes the Tr {Treasurer} of the Company.
In the present condition of affairs the Comdg Genl deems it desirable that the rolling stock now operations of the E. Tenn RR should be under his control and is taking charge of them. You must obey implicitly orders sent from these Hd Qrs. As soon as practicable you will commence running trains to Zollicoffer for army transportation and you will keep at Bristol one or more engines and cars in good running order and sufficient for that purpose. You will report to the AAGenl of the Dept your permanent address and you will arrange that any communication either by letter or telegram addressed to you from these Hd. Qrs. should reach you without delay.
In this connection the Genl Comdg instructs me to add that he requested the Superintendent of the Va & Tenn RR to supply transportation of the rolling stock of the E. Tenn RR to Mr Strange for the transportation of salt for the State of Georgia, and, that as your taking charge of this rolling stock he wishes you to carry out this request.
I am Sir
