3. The services of the following named men being necessary for keeping in repair, and the proper working of H. T. & C. R. R. {Houston & Texas Central RR} they are hereby detailed until further orders with that Company, and will report to Capt E. L. Heriot Inspecting Engr of R. R. Houston

14. In all cases where the employees of the several rail roads in this Dist. find Negroes upon the trains, without passes, they are directed to turn them over to the nearest Agent of the Labor Bureau or the Enrolling Officer of the County in which they are apprehended, who will take charge of the same, and should the Negro, upon investigation, prove not to be in the Govt service, will either return him to, or place him in jail, subject to the reclamation of the owner or employer.
