Dear Sir,
   In reply to yours of the 20th Inst I can only say that whatever plan may be adopted if it accomplishes the object will have my approval. The necessity of having the Ashley River Bridge so strengthened as to permit the passage of locomotives and box cars, is by no means a military necessity only the safety of all the rolling stock on the road makes it a matter of first importance to the company as well as the state.
   I cannot of course guarantee the reimbursement of the money advanced by the Govr & Executive Council but will freely give my support to aid it by unhesitatingly declaring it to be a military necessity. Mr Jos Mangault will bear this communication and will confer personally with you, expressing more at large my views upon the whole subject.
