Dear Sir,
   In reply to your communication of the 21st ultimo, addressed to Brig General Gist, I am instructed to say that the General Commanding has no troops which can be properly diverted from their present duties to guard bridges so comparatively unexposed to disaster as must be those on the Charlotte & South Carolina R Road. The officers of the R Road must look to the matter themselves.
   No train must be permitted, except in extreme cases, to carry more troops than it can convey to its point of destination with perfect safety.
