"Respy forwarded to Engr Bureau. I concur fully in the views and
recommendations of Col Harris, with proper care the connection now
completed will answer the immediate wants of the service. Any other
connection will require considerable labor and impediments will be
thrown in the way by property owners. It is further next to impossible to
obtain the requisite labor for any extensive work during this the
agricultural season. Col. Rives will please to communicate these views
at once to the Hon. Secretary of War also to Brig Gen Lawton Quarter
Master General. |
