   I am directed by the Commanding General to call your attention to the fact that the transportation provided for the transportation of negroes which should have been at St. Stephens Depot on the night of the 27th or morning of the 28th was not there until 10 1/2 A. M. and did not leave until one o'clock P. M. by which delay many negroes were not found along the line of the Road which would otherwise have been brought.
   Further delay was caused by the R. Road Company using the same train for the transportation of freight. These facts the Comdg General wishes you to bring to the notice of the President of the Road with the hope that hereafter he will comply with arrangements which you have made.
   The General Comdg further directs that an extra car be attached to the train on Wednesday for the purpose of bringing down negroes from the several depots as far as Bonneau's Station.
