Major,
   Genl. Whiting Commanding at Wilmington wishes the Rail Road hence to Wilmington to discontinue for the present to sell through tickets to passengers for that place or to allow passengers not on important public business to go through. At the same time the trains to run regularly with the mail as before this has become necessary in view of the impending attack on Wilmington and the Comdg General wishes you to see & arrange with Col Wadley if in the City, to this and if Col. Wadley has left you will please communicate & arrange directly and definitely with the Presidents of the R. R. in question.
