Maj.,
   I am directed by the Lt General Comdg to say that he does not desire the Mil Supt of Rail Roads to interfere with private transportation the object of having him appointed was to have some one to see that a sufficient amount of transportation is furnished the Government when needed said transportation to be procured through the agents. Another object in view was to see that Quarter Masters agents and others do not consume too much time in loading and unloading cars. The Military Supt should in all cases report such delinquencies as would have a tendency to be injurious to the Confederate cause.
I am Major
Very Respectfully
J. H. Morrison A. D. G.
{Probably referring to Major Whitfield}
