   Dr. Emanuel V. P. of S. R. R. {Southern (of Mississippi) RR} says that soldiers have taken & destroyed all the wood provided for the engines and that in consequence the trains are detained, that fences, &c are being pulled down to build coverings for baggage &c. ??? sir, this must be put a stop to at once & definitely. You will station guards around the machine shops of the R. R. Co. You will require an officer of your staff to be constantly present with orders to arrest any comdg officer who shall not prevent the outrages complained of. The troops shall be landed at the depot or as near to it as possible. You will cause your several staff officers to designate proper localities for the storage of Brigade & Regt property & you will remove all troops immediately upon arrival to the immediate vicinity of the Two Mile bridge at which and at the 4 Mile bridge you will establish a permanent guard. For this purpose you ill detail permanently a company from Col Marks' Regiment.
