General,
   I received yesterday your letter of the 25th ult. and enclose with this, as you requested, duplicate copies of the contract for rebuilding the Bridgeport Bridge {Nashville & Chattanooga RR}.
   Maj. J. D. Thomas was represented to me as a bonded Quarter Master. My impression s that he told me so himself, if he did not, the officer whom he relieved did. I still think he has given bonds, and certainly should not have permitted him to sign the contract if I had supposed he had not.
   I negotiated the contract for the Bridgeport Bridge myself, and Maj Thomas had nothing more to do with it than to sign it.
   Great inconvenience will result from having the money sent to Lt Col OBannon. He is somewhere in Kentucky, with the Army and you will see by the contract that a stipulated per centage is to be paid at stated periods on the work done.
   The payments should be made at this place or at Chattanooga, and the first payment will be due before Lt Col OBannon, is even notified of the remittance, and the result will be, that I shall have to borrow money, with which to pay Mr Maxwell, unless the money provided for the purpose is placed more immediately under my control.
   I respectfully suggest that the money be placed with the Chief Qr Mr of this Dept, Maj. Glover.
