Colonel,
   I have the honor to acknowledge receipt of your letter of the 18th inst together with proposals of Mr L. B. Jones touching the introduction into our lines of certain materials required for repairs to Rail Road transportation.
   I beg to say in reply that the Quarter Master's Department at Richmond having assumed direct control of the operations in Cotton, the Circular of the 22d September 1864 to which you allude has been revoked, and the instruction of supplies under its provisions, and by authority of the Departmental Commander has ceased.
   I am instructed however by Lieut. Genl. Taylor to say that he fully recognizes the pressing wants of the articles enumerated in your communication, and if the necessary orders from the War Dept. relative to the exportation of the required amount of Cotton are furnished him he will render every assistance in his power towards facilitating your operations.
