   In reply to your communication of the 1st inst., I have the honor to state that orders for the transportation of horses by R. Road are only issued from this office when the cases are urgent. In future, however, the transportation agents will not consider such orders as entitling the officer to immediate transportation, but the horses must wait until such a number are ready to go as will occupy at least half a car.
   In addition, should orders be issued in future they will specify that the transportation shall not be given to the exclusion of other freight. In no instance will this be done unless so stated in the order. Should it occur that there is a vacant half car, there would of course be no detriment to the public interests in furnishing transportation to one or more horses.
