  I certify on honor that the above account is correct; that the above amount was actually & necessarily expended as above stated and by agreement is to be refunded by the Government.

   I certify that the above account is correct and just; that the services were rendered as stated; and that they were necessary for the public service. and that the amount is to be repaid the Central Rail Road Co by the Gov't, by order of the Quartermaster General.
