Col. F. W. Sims
Chief of Bureau of Rail Roads
Richmond, Va.

Sir,
Having been authorized to build freight cars at these Works for the purpose of facilitating Naval transportation, and understanding that there are a number of wrecks of Government cars thrown off on all the different Rail Roads from Charlotte & Wilmington to Staunton and Lynchburg, it has occurred to me that with your permission I could render these cars, which are now useless, of service to the Government by recovering their iron work.
I therefore respectfully request that you will give me authority to collect and use the iron work on these broken down cars.
Please give me an early answer.
Very Respectfully
Your obdt Servt
H Aston Ramsay
