The case presented, in your letter of the 14th inst. of
arrangements having been made by the Richmond & Petersburg Rail Road for
transportation of troops under orders, which were afterwards revoked,
constitutes a fair ground of claim for compensation, inasmuch as both
inconveniences and expense were incurred by the Rail Road Company. There
is no authority, however, granted to this department to ascertain or
allow such a claim. It would seem to belong to the class of cases
assigned to be covered by the Act of Congress (No 264) which refers to
claims to be filed in the Attorney General's office and reported to
Congress for payment, after the war. |

Similar difficulties are not likely to occur hereafter, as
no orders will be issued from the Adjutant General's office for
transportation of troops, until it has been ascertained that they are
ready to move. |
