To the Hon. Speaker and Members of the House of
Representatives |

Gentlemen, |
I am instructed by the Board of Directors of the
Pensacola & Georgia and Tallahassee Railroad Companies, to request
your Honorable Body to appoint a Committee to confer with them upon
the terms of transferring the Roads and Equipment to the State, to be
operated under its direction and authority during the blockade.

The Directors are induced to make this
proposition from the fact that, owing to the blockade, which has
almost entirely destroyed the freighting business of the Roads, from
which they derived their principal profit and revenue, and also from
the action of the Legislature during its last session requiring the
Company to withdraw the transportation notes from circulation, and not
to pay them out after the 1st of January next, they feel persuaded
that it will be almost impossible to continue to operate the Roads
much longer. Believing that the State and community are deeply
interested in the continued operation of the Roads, the above
proposition is respectfully submitted.
