Office of the Provost Marshal General
of the War Department, New York Mar 24, 1863

Lt. Col James F. Hall
Provost Marshal Genl. Department of the South

Colonel,
I have your communication of 14th inst. enclosing copy letter from Col. Hawley Commanding U. S. Forces at Fernandina, relation o property of the Fernandina R. R. Co. sold by Judge Latta Provost Marshall of Florida.
The Schooner Curlew Capt Jonathan Powers, arrived at this port on the 16th inst. I had been previously notified by the representatives of the R. R. Co. of the nature of her cargo and sent officers to prevent its delivery; by arrangement made between the agents of the Company and the Consignees, the cargo was stored to await the result of an investigation which is now proceeding -- the rights of the owners will be fully protected. I do not know by what authority Judge Latta assumed to dispose of the property -- the particular cargo in question was sold to Mr Robinson for $250, and was worth as old metal upwards of $3000.
The road is now held, as I am informed by E. N. Dickerson Esq of this city -- a gentlemen of unquestionable loyalty.
I am pleased to know that Col. Hawley has taken such prompt and energetic measures to prevent any further loss to the owners of the RR property.
I have the honor to be sir
Very Resptly Your Obdt Servt
S. Draper
