Raleigh, Nov 27/62

{Sent to N. C. Governor Vance, but salutation not provided in the printed version.}

   I wrote you a large portion of the Cotton of Mr P A Atkinson was in bad order and the quality was not good. The Cotton was in the cars at Goldsboro and I thought it best not to ship it. Without orders to the contrary I will have Mr Atkinson Cotton placed to itself and let its merits? be decided on hereafter.
   I have as pr instruction from Genl Martin and Colo Little made arrangements for having shelter put up so the cotton may be carefully preserved. A few hundred dollars judiciously expended in protecting the Cotton will add vastly to its future value.
   I will see Mr Sumner {Thomas J. Sumner, Superintendent, North Carolina RR} and endeavor to get a train from him immediately. I will also write the President of the Wilmington road {Stephen D. Wallace, Wilmington & Weldon RR} on the same subject. Mr. Whitford {President, Atlantic & North Carolina RR} has put in one train which I presume he will keep running. Every effort shall be made to get good Cotton, in good order, and get it off as soon as possible.
William H. Oliver
