Dear Sir:
   To more fully explain the running of the trains of other roads over the tracks of the R. & D. and Piedmont railroads and the running of the trains of your road over other tracks and the compensation therefor. I would say, that if govt. is compelled to pay the South Side Co. or any other Company, the full rates of the R. & D. R. Rd. Co. to secure trains to aid the latter, then when the govt. calls upon the R. & D. R. Rd. Co. for aid upon the South Side or say other road, and it furnishes trains for that purpose, it shall receive as compensation therefor, the full rates of the South Side or such other Company over whose tracks its trains may run. And the same rule shall obtain when foreign trains pas over the Piedmont road or its trains pass over a foreign track. If foreign trains on Piedmont track get full rates of Piedmont road, then when Piedmont trains run over a foreign track, the full rates of such foreign track shall be paid the Piedmont trains. The rates referred to are those allowed by government. I trust this explanation will reconcile you to such arrangements as can be made upon this basis.
