| We need negro labor and have not the power
to impress. We now have the offer of negro forces from Ala. if the
owners will be allowed to offset the number hired to us in the event of
being called upon for their quota in Ala. Col. Wright requests me to
address you on this point. |
| Is it in your power to arrange this matter
with the Hon. Secy. of War? We are doing all in our power to push
forward the defenses of this place. |
