   I have the honor to enclose duplicate certificate of F. G. M. Ramsey Esq. C. S. Depository, and to make to you the following explanation. On the 22d of June 1863 Col. (now Genl) Gilmer telegraphed me to proceed to Knoxville and take immediate steps to rebuild Strawberry Plains Bridge. On reaching Knoxville I ascertained that Genl. Buckner had placed his Chief Eng. Maj. Jas. Nocquet in charge of said work. On the 16th of July 1863 War Draft No. 2995, for Fifty Thousand dollars in my favor was forwarded to J. G. M. Ramsey Esq. C. S. Depository at Knoxville to be applied to the payment of Maxwell, Contractor for rebuilding the said Bridge.
   On the 20th of August 1863, I enclosed to Maj. Nocquet at Knoxville, an order on this Depository for Fifty Thousand dollars. No acknowledgement of my letter or enclosure has ever reached me. Subsequently, Maj. Nocquet deserted to the enemy. On the removal of the Depository from Knoxville to this City I ascertained that Maj. Nocquet had not drawn the money.
   As the draft stands to my debit on the books of the Treasury I ask that the Depository be instructed to return $50,000 to the Treasury, and the same be placed to my credit.
