   Your communication of 14th ultimo to Col. A. L. Rives, Actg Chf Engr Bureau has been referred to this Board.
   In reply to the inquiry respecting the claim of Mr Parker E. Arnold, I have to say that the last Congress made no appropriation to compensate owners for injuries, not fatal, their slaves may have received while in the government employ.
   An appropriation was made to compensate them for "loss of slaves which have been impressed by Confederate authorities, or under state laws for the use of the Confederate government, and while engaged in laboring upon the public defences have escaped to the enemy, or died, or contracted diseases which, after their discharge, resulted fatally."
   Claims of this character this Board is now engaged with investigating.
   Provision will probably be made to afford relief in cases like that of Mr. Arnold, by future legislation. His claim is evidently meritorious upon your statement of the facts.
