Dear Sir,
   Some weeks ago I was instructed by Maj. Genl. M. L. Smith to provide a duplicate bridge for the Oconee River on the line of the Central R. Road.
   In obedience to the order I sent a force to the mills where lumber had been sawed for Lattice Bridges on the line of the Western & Atlantic RRd, and instructed the Foreman to frame a Bridge for the Oconee from the lumber on hand, first consulting you as to the height of Truss and other dimensions. ??? were telegraphed on the 11th Oct. but no reply being recd, and the hands idle, Dr Grant instructed the Foreman to go on with the work. On the 18th your reply was recd. The lumber would not answer for the height of Truss you desired and the dimensions of chon & Lattice pieces were less. The framing was too far advanced for any change to be made.
   I now propose to make the work already done answer for duplicate bridges on the W. & A. RRd and for you to order a bill of timber and indicate a plan for a duplicate of Oconee. I will have it framed and pay you the cost of the lumber.
   Through your arrangement or adjustment with the mills the Government will get the lumber at a lower price than by purchase from the mills. If this proposition meets with your approval please have the bill ordered as soon as convenient. One framing force will soon be ready to commence work.
